ICC is always appropriate and CV will add valeu if you have this interaction occuring. Remember that this isn't an either / or situation. and actually it's a type of interaction between the measurement sytem and the thing being measured. I deal with a lot of biologicals and blood and we see this for certain characteristics - it's a natural process. some things can be measured with great repeatabliity at when the thing is small but a lot of variability when the thing is large. HOWEVER, it's important to undersatnd the usefullness of the CV: IF you have a measurement system that is sensitive to the 'amount' of what you are measuring then the CV may add value to your analysis. As Miner says the ICC is the best statistic for measurement repeatabliity and reproducibility.
